 U.S. State Department Slaps New Sanctions On Top Russian Military Brass

ISTANBUL- The U.S. Department of State announced on Tuesday March 15 a new list of Russians for sanctions. The list includes top Russian military leaders who are added to the list of Specially Designated Nationals and Blocked Persons and all property and interests relating to the property of the individuals that are in the U.S. or in the possession or control of U.S. citizens are blocked and must be reported to the Department of the Treasury’s Office of Foreign Assets Control (OFAC).

U.S: Secretary of State Antony Blinken said: “The world has been transfixed as Russia has perpetrated a premeditated, unprovoked, and unjustified attack on Ukraine.  Russia’s further invasion of Ukraine has resulted in widespread human suffering and casualties, including the deaths of innocent civilians, including children. Today, the Department of State is continuing to impose severe costs on Russian military leaders.”

The U.S. has designated sanctions on 11 individuals involved in top military positions in Russia pursuant to E.O. 14024 Section 1(a)(i), as persons who operate or have operated in the defense and related materiel sector of the Russian Federation economy: These include three Russian Defense Deputy Ministers of Defense: Aleksey Krivoruchko, Timur Ivanov and Yunus Bekevkurov. The next set of military brass to be sanctioned include Russian Deputy Minister and a General of the Army – Dmitry Bulgakov who is the Russian Federation Ministry of Defense’s senior most officer responsible for logistics matters. Others include four Russian Ministry of Defense Deputy Ministers of Defense that include Yuriy Sadovenko, Nikolay Pankov, Ruslan Tsalikov and Gennady Zhidko. The final two sanctioned are Viktor Zolotov who is a Russian General of the Army and Commander-in-Chief of Russia’s National Guard Troops as well as member of Russia’s Security Council. Dmitry Shugaev, a senior leader of the Russian Ministry of Defense who is the Director of the Russian Ministry of Defense’s Federal Service for Military Technical Cooperation.

Also being sanctioned is Alexander Mikheev, Direcotr-Genral of Rosoboronexport – Russia’s state-controlled intermediary, carrying out foreign trade regarding military goods. Mikheev is involved in synchronizing weapons supplies and special equipment using the Russian Ministry of Defense’s capabilities. Mikheev served as a member of an organizing committee led by Russia’s Minister of Defense of a Russian Ministry of Defense-organized military-focused forum. He has served on a delegation led by Russia’s Minister of Defense.
