Flurry of Executive Orders: Trump Gets Down To Business

By Janet Ekstract NEW YORK – President Trump’s first day in office January 20, saw a flurry of executive orders (EOs) being issued, among them several with major consequences. As Trump did in his previous term as president, he once again withdrew the U.S. from the Paris Climate Agreement and began the process to withdraw America from the World Health Organization (WHO). Trump signed the EO in front of supporters at the Capital One Arena in Washington D.C. Before signing the order, Trump said “I’m immediately withdrawing from the unfair, one-sided Paris climate accord rip-off.” Experts point out that Trump’s goal behind the withdrawal has to do with his goal of undoing regulatory control on oil and gas drilling in the U.S. to maximize output. Such a move is certain to put him at odds with indigenous communities where some of the gas reserves exist. Trump’s response to all this “The United States will not sabotage our own industries while China pollutes with impunity.” For its part, China voiced its concern after the announcement, underscoring the fact that climate change is a challenge faced by the entire international community and all humankind. In a news briefing, on Tuesday, the day after Trump took office, Chinese foreign ministry spokesperson Guo Jiakun said “No country can stand aloof from it, nor can any country do it alone,” referring to combating climate change.

Guo pointed out that China had been consistent in its climate change efforts and policies and plans to proactively respond to the challenges and jointly promote global green and low-carbon transformation. In a written statement from his asocial U.N. spokesperson Florencia Soto Nino, U.N. Secretary-General Antonio Guterres responded that he’s confident U.S. cities, states and businesses “will continue to demonstrate vision and leadership by working for the low-carbon, resilient economic growth that will create quality jobs.” The statement also read “It’s crucial that the United States remains a leader on environmental issues.” Further adding “The collective efforts under the Paris Agreement have made a difference but we need to go much further and faster together.” In order to actually withdraw from the agreement, the U.S. must formally notify the U.N. secretary-general of the withdrawal which would take effect one year later under terms of a previous deal. An expert in climate diplomacy at the Asia Society Policy Institute Li Shuo said that a U.S. withdrawal now would undermine the U.S.’s ability to compete with China in clean energy markets like solar power and electric vehicles. As Shuo highlighted “China stands to win, and the U.S; risks lagging further behind.” Former climate negotiator and senior policy advisor for France, Paul Watkinson said because the U.S. is the world’s second largest greenhouse gas emitter behind China, leaving the Paris agreement will damage the global goals to cut those emissions. As Watkinson said “It will be harder this time because we are in the thick of implementation, up against real choices.”
